How to read this data
Every nonprofit has three main spending categories: Programs (the actual charitable work), Administration (management, accounting, HR), and Fundraising (campaigns to raise money). Whatever those three do not account for is shown as other.
What is a good ratio? CharityWatch considers 75%+ program spending to be efficient. The BBB Wise Giving Alliance recommends at least 65%. Anything below 50% is worth a question.
Overhead is context, not a verdict. A low program share is often a data gap, a start-up year, or an organization that funds research and advocacy rather than direct services. Read it next to the charity's own filings and its integrity assessment, not on its own.
